Happy Friday the thirteenth to everyone.
I walk past this wall most every day while walking my dogs. I am as perplexed today as the first time I saw it. It looks like it started life as a fence. That railing suggests some kind of deck on top and what’s with the windows? I do sometimes see dogs behind the construction fence. This is in the backyard of a home in a residential area built circa 1950 and quite unlike anything in the area.
Care to speculate about purpose and intent? I would love it if someone could help me to understand.

Maybe some grumpy relative came to stay so they built a “suitable room” out the back.
